Search engine listings are "free" except ... for the "cost" for your labor to do the tedious, sometimes frustrating, work to enter your listings.
The Downside: Free Listings are a mere 10 or 15 text line microbe in a data bank often on the bottom of a limited regional area list - or worse - to be found only on a beta testing site that isn't on the WWW yet. Some listing services "bump" paid Listings above "free" Listings. Same ad, you pay just to get it placed higher on the list.
The Upside: Free Listings are good, and make sense. Advertising is very expensive. For not-for-profit, and small businesses, free advertising is critical. We're lucky to have as many free markets as we do on the WWW, even if we grumble. And, if you never enter your site in the major search engines, eventually the "spiders" will find it and list it anyway! After all, you may have found this web site thanks to one of those "free" listings!
